Mine includes the 184.108.40.206 and 220.127.116.11 servers as well as my own custom DNS servers as well. But, I suspect this is just a fallback configuration. I'm using cloudflared on two internal machines to do DNS resolution using DNS-over-HTTPS, so I've been able to monitor DNS traffic generated by Google WiFi, and it is definitely using my custom resolvers.
